Gordon Case
Chair
Gordon is a long time Episopalian and a member and active leader of St. Andrew's, Saratoga. He has 40 years experiece in the management of public and privately owned, multi-state, and international manufacturing companies involved in the manufacture and distribution of industrial and consumer products. Gordon was elected to the ESC Board in 2003. He also serves as Chair of ESC Foundation, the supporting fund raising organization.
Elaine Betts
Elaine Wiswall Betts was born in Albany, NY on August 24, 1925. She grew up on a horse farm and graduated from Smith College in 1947 with a B.A. in English. She volunteered in Normandy as counselor in a camp for war-orphaned children from Paris. She then entered a program in International Studies at the University of Zurich, Switzerland. In 1948, Elaine left Zurich to enter Union Theological Seminary in New York City. She studied there for two years until she married Darby Betts in May, 1951. Darby was named the Canon Precentor of the Cathedral of St. John. Elaine’s role as the wife of a Canon was as mother of two young daughters and surrogate mother to 40 boarding choirboys, as well as being available on short notice to entertain visiting dignitaries from around the world (including the Archbishop of Canterbury). In 1960, Darby became the Archdeacon of the Diocese of California and their family moved to San Francisco. In 1970, Elaine received an M.A. degree in Counseling from Holy Names University, and State Certification in Pupil Personnel Counseling for grades K-12. Elaine taught at the Head-Royce School, served as Head of School at The Albany Academy for Girls for many years as the Headmistress of the Dana Hall School in Wellesley, MA. She retired in 1995 and is now an active resident at Spring Lake Village in Santa Rosa. Elaine has served on the ESCF Board of Trustees since 2007.
David Gibson
A tax and estate-planning attorney in San Francisco, Mr. Gibson worked as Pubilc Affairs Director for Crown Zellerbach and as a Senior Trial Attorney for the IRS in San Francisco. He served as founding President and Director of Senior Resources (now an ESC organization affiliate) and a Director of the Episcopal Diocese of California. He also served as a Trustee of the Parnassus Fund, a socially responsible mutual fund based in San Francisco. David became an ESC board member in 2005. He also serves on the ESC Foundation Board of Trustees.
Baxter Rice
Currently a consultant on regulatory and legislative issues related to alcholic beverages, Baxter previously held several government positions related to laws and regulations concerning alcohol, health and welfare programs, and foreign intelligence. Active in government and voluntary organizations, he has experience working with a social service agency serving the needs of the elderly Asian population in the San Francisco Bay Area. Baxter was elected to the ESC Board in 2006. He also serves on the ESC Foundation Board of Trustees.
Ralph Romberg
Ralph Richard Romberg, a resident at San Francisco Towers, has served on the ESCF Board of Trustees since 2010. He holds degrees from the University of Chicago, Trans Columbia University and the American Management Association. Before retiring from Neiman-Marcus in 1999, he had a distinguished career in merchandise management in the multi-million dollar fashion business accompanied by extensive Asian and European travel. Since 1999, Ralph has taught merchandise marketing at the San Francisco campus of FIDM. From 1950-1952, Ralph served in the U.S. Army, was discharged with the rank of Captain and received the Bronze Star and Purple Heart. Ralph also serves on the Board of Directors of AIRLOGICA, Inc. in Dallas, Texas and FBLG in Montreal, Canada. He served on the City of San Francisco Economic Development Commission from 2004-2010. His currently serves on the Holocaust Center of Northern California Speaker’s Bureau and is the Treasurer of the Residents’ Council at San Francisco Towers.

Sanford Skaggs

Ex Officio Member, Chair, ESC Board of Directors
A recently retired partner in a national law firm, Mr. Skaggs has extensive legal experience with issues concerning land use, and lectures for the Building Industry Association, Urban Land Institute, and other planning organizations. Currently acting as a Director for the John Muir/Mt. Diablo Health System, he volunteers extensively for civic concerns. An active member of the community, Sandy is a member of St. Timothy’s Episcopal Church and has been a Director since 2005. He also serves as Chair of the Executive Committee.
